Someone had trained their barely-pubescent daughter to approach men and make jerk-off motions, under the apparent belief that observing a response would enable to ‘find the pedophile’.
I think that is a problem.
Barely-pubescent girls should not be doing things like that. Nor anyone else for that matter.
A far more appropriate approach (which has long been promoted and supported, albeit perhaps not to a sufficient degree) is to encourage children to know that if anyone ever acts inappropriately toward them in a sexual manner, to immediately tell their parents and/or contact a trusted authority figure.
Almost unambiguously, training barely-pubescent girls to approach men and make jerk-off motions should be viewed as acting in a sexually inappropriate manner which victimizes both the child and the other person.
