Building pyramids: Top down vs. bottom up approach

Building a pyramid build 2/3 up with a flat area on top where everyone may congregate (helping people to get up this high), via mutual collaboration and help getting ahead, or with a single leader trying to drag everyone up/along, and many pretenders to the throne always trying to drag them down and kill them.
